Mobilisation of members for Farmers Producer Organizations (FPOs) is a systematic and participatory process that transforms scattered small and marginal farmers into a cohesive economic entity capable of undertaking collective production, processing and marketing activities. In the Indian context, the promotion of FPOs has been supported by agencies such as the Small Farmers’ Agribusiness Consortium and under the Central Sector Scheme for Formation and Promotion of 10,000 FPOs implemented by the Ministry of Agriculture and Farmers Welfare. The mobilisation process is not merely about enrolling members; it involves building awareness, trust, capacity and ownership among farmers so that the organization becomes member-driven and sustainable. The process begins with a preliminary assessment of the operational area. This includes identification of potential clusters based on crop patterns, production volumes, marketable surplus, socio-economic conditions and existing farmer groups such as self-help groups, cooperatives or informal associations. Baseline surveys and participatory rural appraisal techniques are used to understand the needs, constraints and aspirations of farmers. The aim is to ensure that the proposed FPO is commodity-focused or activity-focused and has sufficient scale to become economically viable. Mapping of stakeholders such as input suppliers, traders, processors, banks and extension agencies is also undertaken to understand the ecosystem in which the FPO will function.
