The Prime Minister of India occupies the most important position in the Union executive and is regarded as the real head of the government. While the President is the constitutional head of the state, the Prime Minister exercises the actual executive authority. The Constitution of India under Articles 74, 75 and 78 provides the framework for the powers and functions of the Prime Minister. The Prime Minister is the leader of the Council of Ministers and plays a crucial role in policy formulation, administration, governance and coordination among various organs of the government. One of the most significant powers of the Prime Minister is related to the formation of the Council of Ministers. The Prime Minister is appointed by the President, usually the leader of the majority party or coalition in the Lok Sabha. After appointment, the Prime Minister recommends the names of ministers to the President for appointment. The Prime Minister also allocates portfolios to the ministers and decides the structure of the Council of Ministers. The President appoints ministers only on the advice of the Prime Minister.
