The Union Public Service Commission is a constitutional body established under the provisions of the Constitution of India to ensure impartial recruitment to various civil services and posts under the Union Government. It plays a significant role in maintaining the efficiency, integrity and professionalism of the administrative machinery of the country. The commission functions as an independent authority free from political influence so that merit-based selection can be ensured in public administration. Organisation of the Union Public Service Commission is provided in the Constitution. The commission consists of a Chairman and other members appointed by the President of India. The Constitution does not prescribe a fixed number of members for the commission. Generally, the strength is determined by the President according to administrative requirements. The tenure of the chairman and members is six years or until they attain the age of sixty-five years, whichever is earlier. The conditions of service of members are also determined by constitutional provisions to ensure independence of functioning. The removal of members of the Union Public Service Commission is possible only through a specific constitutional procedure. The President can remove the chairman or any member on the grounds of misbehaviour only after referring the matter to the Supreme Court of India for inquiry and advice. This provision provides protection against arbitrary dismissal and ensures autonomy of the commission. Members are also prohibited from holding any office of profit after retirement except for certain limited appointments specified by the Constitution.
