The development of higher education in India during the post-independence period reflects the country’s efforts to build a modern, democratic, and knowledge-based society. At the time of independence in 1947, India inherited a limited and elitist higher education system established during the colonial period. The system consisted of only a few universities and colleges, most of which were concentrated in urban areas and served a small section of society. Recognizing the importance of higher education in national development, the Indian government undertook systematic efforts to expand, regulate, and improve the quality of universities and colleges. In this context, the establishment and functioning of the University Grants Commission (UGC) played a crucial role in shaping the operational dimensions of higher education in the country. Immediately after independence, the need for a coordinated and organized system of higher education became evident. The government appointed the University Education Commission (1948–49) under the chairmanship of Dr. S. Radhakrishnan to examine the condition of universities and recommend reforms. The commission emphasized that universities should not merely transmit information but should promote intellectual development, research, and democratic values. It recommended the establishment of a central body to coordinate university education, maintain standards, and allocate financial assistance to universities. These recommendations laid the foundation for the creation of the University Grants Commission.
