Before the Rio Conference, the World Commission on Environment and Development was established by the UN General Assembly and chaired by the Norwegian Prime Minister Gro Harlem Brundtland. The commission was established outside the control of the governments and the UN system. The commission was asked to develop a “global agenda for change”. Brundtland, as part of the mandate of WECD, wrote a report which is now famously known as the Brundtland Report or “Our Common Future”. In many ways the Brundtland Report proved a catalyst for changing the direction of international negotiations on environmental degradation and conservation.
