The National e-Governance Plan (NeGP) is a comprehensive initiative of the Government of India aimed at using information and communication technologies (ICTs) to improve the delivery of government services to citizens. It seeks to transform traditional governance by making government services more accessible, transparent, efficient, accountable and citizen-centred. In the context of Development Communication and Extension, e-governance is important because it creates new channels through which development information, public services, welfare benefits and extension messages can reach people. The National e-Governance Plan was approved by the Government of India in 2006 with the objective of making government services accessible to citizens through electronic means. The plan focused on creating the necessary institutional and technological infrastructure for delivering services electronically. It brought together different Mission Mode Projects (MMPs), core infrastructure and supporting components. These projects covered areas such as agriculture, education, health, land records, municipalities, banking, taxation, transport and other public services. The basic philosophy of e-governance is to use digital technologies to improve interaction between government and different stakeholders. These interactions include Government to Citizen (G2C), Government to Government (G2G), Government to Business (G2B) and Government to Employee (G2E). For citizens, the most important objective is convenient and timely access to public services without unnecessary physical visits to government offices. The NeGP also emphasized the creation of common infrastructure such as State Wide Area Networks, State Data Centres, Common Service Centres and State Service Delivery Gateways. Common Service Centres are particularly important from a rural development perspective because they provide digital access to citizens who may not have computers, smartphones, reliable internet connections or sufficient digital literacy. Through such centres, people can access government certificates, welfare services, banking facilities, insurance, education and other digital services. The evolution of e-governance in India has continued beyond the original NeGP.
