# Opinion Leadership and Methods of Measuring Opinion Leadership Opinion leadership is an important concept in Development Communication and Extension because communication for development is not merely a process of transmitting information from experts or institutions to people. It also involves understanding how information moves within communities, who influences people’s attitudes and decisions, and how new ideas are accepted or rejected. Opinion leaders play a significant role in this process because they can influence the knowledge, attitudes and behaviour of other members of a social group. The concept has been widely used in agricultural extension, rural development, health communication, family welfare, education and community development. An opinion leader is a person who has the ability to influence the opinions, attitudes, beliefs or behaviour of other people in a particular social system. The influence does not necessarily arise from formal authority or an official position. An opinion leader may be a progressive farmer, teacher, religious or community representative, local elected member, health worker, youth leader, self-help group member or any respected individual. Such a person is generally trusted by community members and is considered knowledgeable, experienced or socially influential. The concept became particularly important through the two-step flow of communication model developed by Paul Lazarsfeld and his associates.
