Inclusive development refers to a pattern of economic and social development in which the benefits of growth and the opportunities created by development are accessible to all sections of society, particularly disadvantaged, poor, marginalised and vulnerable groups. It goes beyond an increase in national income or GDP and emphasises equality of opportunity, participation, social justice, human capabilities and improvement in the quality of life. In the context of the dynamics of development, inclusive development recognises that development is a multidimensional and continuous process involving economic, social, political, institutional and environmental changes. Traditional approaches to development often focused mainly on economic growth, industrialisation, capital formation and increases in per capita income. However, rapid economic growth does not automatically ensure that poverty, unemployment, inequality, social exclusion and deprivation will disappear. Growth can coexist with extreme inequalities in income, wealth, education, healthcare and access to productive resources. Inclusive development therefore seeks to connect economic progress with broad-based social advancement. It asks not only how much an economy grows but also who participates in the growth process, who benefits from it and whether disadvantaged groups receive genuine opportunities to improve their lives. The absolute necessity of inclusive development arises first from the persistence of poverty and deprivation. A significant section of the population in developing societies may lack adequate food, housing, healthcare, education, sanitation and secure employment even when the economy is growing. If development benefits only a small segment of society, aggregate economic indicators may improve without producing corresponding improvements in human well-being. Inclusive development attempts to ensure that the fruits of development reach poorer households through employment opportunities, public services, social protection and access to productive assets.
