People’s participation in governance and development refers to the active involvement of citizens and communities in identifying their needs, setting priorities, making decisions, implementing programmes, monitoring public institutions and evaluating development outcomes. It goes beyond merely voting in elections. In the context of local self-governance, people’s participation means creating opportunities for ordinary citizens, especially women, disadvantaged groups, marginalised communities and local organisations, to influence decisions that directly affect their lives. It is an essential principle of democratic decentralisation because development becomes more responsive and meaningful when people are treated not simply as beneficiaries but as active partners in governance. At the grassroots level, participation is closely associated with institutions of local self-government such as Panchayati Raj Institutions in rural areas and Urban Local Bodies in towns and cities. Constitutional decentralisation in India, particularly through the 73rd and 74th Constitutional Amendments, created an institutional framework for people’s involvement in local governance. Gram Sabhas, Gram Panchayats, municipalities and ward-level institutions provide spaces where citizens can communicate their needs, deliberate on local problems and participate in development planning. Through such institutions, governance can become more transparent, accountable, inclusive and locally relevant. People’s participation can take several forms. Political participation includes voting, contesting elections and engaging with elected representatives. Participatory planning involves identifying local needs and deciding development priorities. Administrative participation occurs when citizens cooperate in implementing public programmes. Social participation includes involvement through self-help groups, community-based organisations, cooperatives, youth groups and voluntary organisations. Monitoring and social auditing allow people to examine whether public resources are being properly utilised and whether government programmes are reaching intended beneficiaries.
