What do understand by “Inclusive housing”? How do you visualize inclusive housing in Indian context?

Inclusive housing is based on a vision that allows people with disabilities to live a good life in a welcoming community. Inclusive housing allows people with diverse needs to have a choice in where they live. 

Congregated, segregated and institutional settings are not considered inclusive housing because the individuals are not integrated into a neighbourhood. Ideally, inclusive housing looks similar to the type of housing we are familiar with in residential neighbourhoods. Apartment buildings and secondary suites are examples. Inclusive housing needs to be affordable, welcoming, close to community amenities and physically accessible. Individuals need opportunities for employment, volunteerism, recreation and social events.

With support and a welcoming community, many of these people can live in regular neighbourhoods. For eligible individuals, Community Living BC (CLBC) and other agencies provide funding for supports and services.

In the Indian context, one can visualise inclusive housing in terms of the followingcategories namely:

a) Social Inclusion – India is a land of diverse cultures where caste being oneof the key components. While there are four major divisions of caste, thereare dozens of sub-castes within. Society is highly stratified and segregated.A large number of states and languages further add to the complexity. Manysections of Indian society have been disadvantaged and deprived for centuriesand it is the endeavour of the governments both at the national and sub-national level to ‘include’ citizens from all walks of life. TheIndira AwasYojana is one such national housing programme which incorporates socialinclusion, although it is only confined to the rural areas of the country.

However, a large number of social groups perceive that they are not includedin the housing programmes / they have little access to housing programmes.Whilst policy does not discriminate any social group from accessing housing,the exclusion is more from the lack of awareness and low incomes of thepeople than anything else.
