The Shyama Prasad Mukherji Rurban Mission (SPMRM) is one of the important rural development programmes launched by the Government of India with the objective of transforming rural areas by providing them with urban-like facilities while preserving their rural character. The mission reflects a new model of rural development in India, where the emphasis is not only on infrastructure creation but also on integrated and sustainable growth. The idea is to reduce the rural-urban divide by creating “Rurban Clusters,” which are groups of villages that have the potential for economic growth, social development, and improved infrastructure. This initiative is crucial in addressing rural distress, preventing excessive rural-to-urban migration, and promoting balanced regional development. The mission was launched in 2016 by the Ministry of Rural Development and is named after Dr. Shyama Prasad Mukherji, a visionary leader who emphasized the importance of holistic national development. The mission takes inspiration from the concept of “PURA” (Providing Urban Amenities to Rural Areas), which was earlier suggested by former President Dr. A.P.J. Abdul Kalam. SPMRM works to develop selected clusters of villages into “Rurban Growth Centres” that will serve as hubs of economic activity, social services, and infrastructure development. The primary aim of SPMRM is to ensure that rural areas are not left behind in the process of economic growth and modernization. It seeks to provide rural citizens access to better opportunities in education, healthcare, skill development, employment, and infrastructure within their own localities, thereby minimizing the need for migration to urban centers. At the same time, it ensures that rural culture, traditions, and environment are protected and nurtured. The mission is therefore a hybrid approach combining the strengths of urban amenities with the values and environment of rural life.
