After India gained independence in 1947, rural poverty and unemployment were recognized as major challenges that hindered overall economic development. The government understood that mere agricultural development would not be sufficient to provide livelihoods to the vast rural population, and therefore wage employment programs were introduced as a vital tool to generate employment, provide income support, and improve rural infrastructure.
