The Micro, Small and Medium Enterprises Development Act, 2006 was enacted with the objective of facilitating the promotion, development and enhancement of the competitiveness of micro, small and medium enterprises in India. It provides a comprehensive legal framework to address issues relating to classification, institutional support, credit availability, delayed payments, and policy coordination for this sector, which is considered vital for inclusive growth, employment generation and balanced regional development. One of the most significant provisions of the Act is the formal definition and classification of micro, small and medium enterprises. The Act classifies enterprises engaged in the manufacture or production of goods and those engaged in providing or rendering services, based on the level of investment in plant and machinery or equipment. This classification created legal clarity and uniformity, enabling targeted policy measures and support schemes. By recognizing services enterprises along with manufacturing units, the Act broadened the scope of the MSME sector and acknowledged the changing structure of the Indian economy. The Act provides for the establishment of a statutory institutional framework at the national and state levels. At the central level, it mandates the constitution of the National Board for Micro, Small and Medium Enterprises. This Board is responsible for examining issues affecting the sector, reviewing policies and programmes, and making recommendations to the central government. It includes representatives from central ministries, state governments, financial institutions, industry associations and MSMEs themselves, ensuring participatory and consultative policy-making.
