The National SC-ST Hub (NSSH) was conceived as a targeted institutional intervention by the Government of India to address long-standing structural barriers faced by Scheduled Caste and Scheduled Tribe entrepreneurs in participating meaningfully in the formal economy. Rooted in the constitutional commitment to social justice and equality of opportunity, the NSSH reflects an ideological shift from welfare-centric approaches to empowerment through entrepreneurship. It seeks to integrate SC/ST enterprises into mainstream economic processes by enhancing their capacity, competitiveness, and access to markets, finance, technology, and information. One of the central schemes under the NSSH is the facilitation of public procurement for SC/ST enterprises. Recognising that exclusion from government supply chains has historically limited the growth of marginalized entrepreneurs, the policy mandates a minimum percentage of annual procurement by Central Ministries, Departments, and Public Sector Enterprises from Micro and Small Enterprises owned by SC/STs. The Hub supports this objective by identifying capable SC/ST vendors, creating databases, and sensitising procurement officials. This component is ideologically aligned with the concept of distributive justice, as it uses state purchasing power to correct historical disadvantages without compromising efficiency or competition. Capacity building and skill development form another major component of the NSSH. Many SC/ST entrepreneurs face constraints not due to lack of motivation but because of inadequate exposure to modern business practices, regulatory frameworks, and technological advancements. The Hub organizes entrepreneurship development programmes, sector-specific training, and managerial skill workshops.
