Primary Health Care (PHC) is the essential health care that is made universally accessible to individuals and families in the community through their full participation and at a cost that the community and country can afford. It represents the first level of contact between individuals, families, and the health system. Primary health care is concerned not only with the treatment of disease but also with health promotion, disease prevention, rehabilitation, and maintenance of health. It emphasizes bringing health services as close as possible to where people live and work. The concept of Primary Health Care was internationally emphasized at the Alma-Ata Conference held in 1978, organized by the World Health Organization (WHO) and UNICEF. The Alma-Ata Declaration identified primary health care as the key to achieving the goal of “Health for All.” It recognized health as a fundamental human right and emphasized that people should participate actively in planning and implementing their health care. Primary health care therefore focuses on providing basic, affordable, acceptable, and appropriate health services to the entire population, particularly underserved and vulnerable groups. Primary health care is based on the principle of equity. Health services should be available to all people without discrimination based on economic status, geographical location, gender, age, social background, or other factors.
