Gender planning and gender-sensitive planning are essential components in addressing the deep-rooted inequalities that exist within development processes. These frameworks seek to integrate a gender perspective into policy-making, implementation, and evaluation. Gender planning is distinct from general planning in that it acknowledges the unequal power relations between men and women and aims to restructure these relationships through transformative development. However, gender planning and gender-sensitive planning face several structural and systemic issues which hinder their effectiveness. Simultaneously, alternative approaches have emerged to address these challenges and ensure inclusive and participatory planning outcomes. One major issue in gender planning is the persistence of patriarchal structures within institutional frameworks. Development institutions often reflect broader social norms, including gender biases, which get embedded in policy design and implementation. Consequently, gender concerns are often marginalized or treated as secondary. For instance, women’s roles in productive and reproductive labor are frequently undervalued or ignored. In many cases, planning processes fail to distinguish between practical gender needs (such as water, housing, and education) and strategic gender needs (such as challenging division of labor or access to power and decision-making). This limits the scope of planning to welfare-based provisions rather than transformative change. Another significant issue is the lack of gender-disaggregated data and gender impact assessments.
