Gender and Development (GAD) approach emerged as a critique to the earlier Women in Development (WID) approach, shifting the focus from women's issues in isolation to understanding the complex social relations between men and women. GAD seeks to address the structural causes of gender inequality through active participation, empowerment, and reallocation of resources and responsibilities. To operationalize this approach, several analytical tools are used in gender planning and development policies. These tools help policymakers, planners, and practitioners assess and integrate gender perspectives at all stages of development intervention. The key GAD analytical tools include the Harvard Analytical Framework, Moser Framework, Gender Analysis Matrix, Capacities and Vulnerabilities Framework, Social Relations Approach, and Longwe’s Women’s Empowerment Framework. The Harvard Analytical Framework, also known as the Gender Roles Framework, is one of the earliest gender analysis tools. It emphasizes the collection of data on the roles of men and women in a given context, focusing on activities, access to and control over resources, and factors influencing these roles. The framework uses four interrelated components: activity profile, access and control profile, influencing factors, and project cycle analysis. For example, in an agricultural project, the activity profile would identify that women are responsible for planting and weeding while men are more involved in harvesting and marketing.
