Information and Communication Technology (ICT) has become a central driver of development, shaping how people access information, communicate, learn, work, and participate in governance. At the same time, the expansion of ICT has highlighted and, in some cases, deepened the digital divide—the gap between individuals, communities, and regions that have access to modern digital technologies and those that do not. The relationship between ICT and the digital divide is therefore complex: while ICT offers immense potential for inclusive growth and empowerment, unequal access and unequal capacities to use these technologies create new forms of social and economic inequality. In the context of ICT for Development, access is often the first dimension through which the digital divide is understood. Personally, I have observed stark differences in digital access between urban and rural areas. In cities, high-speed internet connections, smartphones, laptops, and digital payment systems are widely available and increasingly affordable. Public Wi-Fi hotspots, online service portals, and app-based services have become routine aspects of daily life. In contrast, in smaller towns and villages, internet connectivity is often unstable, slower, and more expensive relative to income.
