Information and Communication Technology for Development (ICT4D) programs have emerged as crucial tools for promoting socio-economic development, especially in developing countries like India. These programs aim to leverage ICT to enhance access to services, education, healthcare, and economic opportunities. However, despite the potential of ICT4D initiatives to drive transformative change, their implementation often faces several challenges, ranging from institutional and infrastructural to social constraints. A prime example of such a program is the National Rural Employment Guarantee Act (NREGA) in India, which incorporates ICT to improve transparency, efficiency, and accountability in the delivery of government services. This essay evaluates the implementation challenges of this ICT4D program, focusing on institutional, infrastructural, and social constraints based on ICT implementation frameworks. The NREGA program, launched in 2005, is one of India's most ambitious social welfare initiatives aimed at providing employment to rural households. The program uses ICT for record-keeping, tracking work progress, and ensuring timely payments to workers. The deployment of ICT in NREGA has made a significant impact on the effectiveness of the program, particularly in reducing corruption and ensuring better tracking of resources. However, the implementation of ICT in NREGA has not been without its challenges. Institutional constraints are one of the primary hurdles in implementing ICT4D programs like NREGA.
