The financial resources of Panchayati Raj Institutions (PRIs) form the backbone of their functioning and effectiveness in ensuring grassroots development, democratic participation, and decentralized governance. Without adequate financial support, the very objective of empowering local bodies to plan, implement, and monitor developmental activities remains incomplete. The constitutional vision under the 73rd Amendment of 1992 sought not only to provide constitutional recognition to PRIs but also to create a framework through which they could mobilize, utilize, and manage resources for rural development. However, the financial resources available to PRIs vary significantly across states, and often the major challenge lies in ensuring both adequacy and autonomy in financial matters. A detailed understanding of the financial resources of Panchayati Raj Institutions can be analyzed under constitutional provisions, statutory grants, own-source revenues, intergovernmental transfers, and other external sources. The Constitution, through Article 243H and 243I, explicitly provided for financial powers to PRIs.
