Local government refers to the system of administration that operates at the grassroots level of a state or country. It constitutes the third tier of governance after the central and state governments and functions as the closest authority to the citizens. In India, the 73rd and 74th Constitutional Amendments of 1992 provided a constitutional status to rural and urban local bodies, making them an integral part of the democratic framework. The structure of local government in India can be divided into two broad categories: rural and urban. The rural local government is represented by the Panchayati Raj Institutions (PRIs), while the urban local government is represented by Municipalities. The Panchayati Raj system has a three-tier structure, which includes the Gram Panchayat at the village level, the Panchayat Samiti at the block level, and the Zila Parishad at the district level.
