The call for 'Direct Action Day' by Muhammad Ali Jinnah and the All India Muslim League on 16 August 1946 marked a turning point in the Indian national movement. It signified a breakdown in negotiations between the Indian National Congress and the Muslim League and exposed the deepening communal divide. The political situation in the country became extremely volatile, and the path to independence was marred by violence and uncertainty. The background to the Direct Action Day was the failure of the Cabinet Mission Plan of 1946. The British had sent the Cabinet Mission to India to discuss the transfer of power and the future constitution of India. The Mission proposed a united India with a federal structure and safeguarded minority rights, which was initially accepted by both Congress and the Muslim League. However, differences soon emerged over the interpretation of key clauses. The Congress wanted a strong Centre, while the League insisted on the right of provinces to opt out, which implied the possibility of Pakistan. Jinnah was convinced that the Congress aimed to establish a Hindu-dominated government, sidelining Muslim interests.
