Information and Communication Technology (ICT) has emerged as a transformative tool for strengthening rural local governance, improving service delivery, enhancing transparency, and promoting inclusive development. The Government of India has introduced several ICT-based initiatives such as e-Panchayat, Digital India, BharatNet, Common Service Centres (CSCs), Direct Benefit Transfer (DBT), Aadhaar-enabled services, and online grievance redressal systems to bridge the rural-urban digital divide. These initiatives seek to improve governance by making public services more accessible, efficient, and accountable. However, the successful implementation of ICT-based solutions in rural areas continues to face numerous structural, technological, social, economic, and administrative challenges. One of the foremost challenges is the inadequate digital infrastructure in rural areas. Many villages continue to suffer from poor internet connectivity, limited broadband penetration, weak mobile networks, and unreliable electricity supply. ICT applications require stable internet access and uninterrupted power, but frequent outages and insufficient communication infrastructure hinder the effective functioning of digital platforms. Even where BharatNet has extended optical fibre connectivity, the last-mile connectivity remains inadequate in many regions. Digital illiteracy is another major obstacle. A significant section of the rural population lacks basic digital skills required to access online government services. Elderly citizens, women, economically weaker sections, and marginalized communities often find it difficult to operate smartphones, computers, or digital applications. Limited awareness about online platforms results in underutilization of ICT-enabled governance services. Digital literacy programmes have not yet achieved universal outreach across rural India. Socio-economic inequalities further complicate ICT implementation. Many rural households cannot afford smartphones, computers, or internet subscriptions.
