Ambedkar believed that any health policy must address the poorest of the poor. To him, the Depressed Classes, today’s Dalits, were of prime importance. The report of the National Health (Sokhey) Sub-Committee of the National Planning Committee (1948) was a crucial document that also found his support. The committee recommended that there should be a community health worker for every 1,000 people in a village. This document stressed that no person, even in remote villages, should be denied access to health services for his or her inability to pay. One of the policy recommendations was for ayurveda and unani health systems to play an inclusive role in the state health system.
