Despite significant progress in economic development and increasing female participation in the workforce, women’s contributions to work, employment, and productivity are frequently underestimated or overlooked. This undercounting has serious implications for policy formulation, economic planning, and gender equity initiatives. One of the primary issues contributing to the under-enumeration of women’s work is the predominance of conventional definitions of employment. Official surveys such as the National Sample Survey (NSS) and Census of India often classify work strictly in terms of paid employment or formal sector participation. As a result, a large portion of women’s labor, particularly in the informal sector, household production, and caregiving roles, remains invisible in statistical records. For instance, many women engage in unpaid domestic work, subsistence agriculture, home-based craft, or small-scale entrepreneurship, yet these contributions are not recognized as “economic activity” under standard survey categories. Consequently, the data fails to capture the full spectrum of women’s labor, creating a skewed understanding of labor force participation rates and productivity levels. Another significant factor is the reliance on self-reporting in household surveys, which often underestimates women’s work due to social norms and internalized gender roles. In many Indian households, women may not identify their activities as “work” because they consider household chores, child care, or care for elderly family members as non-economic obligations. Even when these activities are time-intensive and essential for household functioning, they are often excluded from labor statistics.
