The United Nations Security Council has remained the most powerful international body entrusted with the responsibility of maintaining international peace and security. In situations of non-international armed conflicts, where violence occurs within the borders of a State between governmental forces and non-state armed groups, the principles of International Humanitarian Law become extremely important. During the last decade, the Security Council has played a significant role in attempting to uphold these principles, even though the nature of internal conflicts has created many political and legal challenges. International Humanitarian Law is based on fundamental principles such as distinction between civilians and combatants, proportionality in the use of force, military necessity, and the protection of vulnerable groups. Non-international armed conflicts, unlike traditional wars between States, are often marked by the involvement of multiple actors, terrorist groups, and irregular forces. Because of this complexity, violations of humanitarian norms have increased in many regions including Syria, Yemen, Libya, South Sudan, and the Central African Republic. In such circumstances, the Security Council has attempted to use its authority under the UN Charter to respond to humanitarian crises and to ensure compliance with basic legal standards.
