The State Information Commission (SIC) is a statutory body established under the Right to Information Act, 2005 (RTI Act) to ensure the effective implementation of the RTI Act at the state level. The Commission plays a pivotal role in promoting transparency and accountability in the functioning of the public authorities by adjudicating appeals and complaints related to information requests. Each State Information Commission functions independently of the central government and is vested with a range of powers and functions defined under the RTI Act. The structure of the State Information Commission includes the State Chief Information Commissioner (SCIC) and up to ten State Information Commissioners (SICs). They are appointed by the Governor on the recommendation of a committee consisting of the Chief Minister (as Chairperson), the Leader of the Opposition in the Legislative Assembly, and a Cabinet Minister nominated by the Chief Minister. They are entrusted with the responsibility to act in a quasi-judicial manner to redress grievances related to information disclosure. Adjudication of Appeals and Complaints One of the primary functions of the SIC is to adjudicate second appeals and complaints under the RTI Act. A person who does not receive a response to an RTI application or is dissatisfied with the information provided by the Public Information Officer (PIO) can file a first appeal to the appellate authority.
