The fisheries sector plays a critical role in sustaining rural livelihoods, ensuring food security, and contributing to the economy, particularly in developing countries. However, the contributions of women in fisheries have often been overlooked due to gendered divisions of labor and unequal access to resources, decision-making, and benefits. Addressing gender concerns in the fisheries sector is not only a matter of social justice but also a strategic necessity for enhancing productivity, ensuring sustainable resource management, and improving community resilience. Recognizing the active participation of women and addressing the barriers they face creates inclusive growth and more equitable development outcomes. In most coastal and inland fishing communities, women’s roles are extensive and diverse. While men often dominate the capture and harvesting activities, women contribute significantly in pre-harvest, post-harvest, and value chain processes. They are actively involved in activities such as net mending, bait preparation, fish processing, marketing, and household food provisioning. For example, in South and Southeast Asia, a large proportion of women engage in fish drying, curing, and trading, often constituting the backbone of local fisheries economies. Yet, their labor is undervalued and considered supplementary, leading to low visibility in policies and programs. Addressing gender concerns ensures that women’s work is recognized, valued, and adequately supported through training, credit, and infrastructure development. One of the most pressing issues is unequal access to resources such as credit, technology, and infrastructure. Women in fisheries often lack ownership of fishing equipment, boats, and gear, which are usually controlled by men. This restricts their capacity to expand their roles beyond traditional post-harvest activities. In India, for instance, women in coastal states like Kerala and Tamil Nadu play an essential role in fish vending and processing but face difficulties in accessing formal credit and storage facilities.
