Urban local governance refers to the institutional mechanisms, policies, and actors responsible for managing urban areas and providing essential services, infrastructure, and regulatory frameworks in cities. In India, this system has undergone significant transformation from colonial rule to the post-independence era, culminating in the constitutional recognition of urban local bodies (ULBs) through the 74th Constitutional Amendment. The roots of urban governance in India can be traced back to the colonial period under British rule. The British established the earliest forms of municipal administration to meet their own administrative and economic needs. The first municipal corporation was established in Madras (now Chennai) in 1688, followed by Bombay (Mumbai) and Calcutta (Kolkata) in the 18th century.
