Planning in India has been a cornerstone of the nation’s economic and social development since independence in 1947. The concept of planning in India emerged out of the necessity to overcome widespread poverty, illiteracy, and underdevelopment in rural and urban areas. Planning in India is structured at multiple levels to ensure coordinated development across diverse sectors, regions, and communities. These levels of planning can broadly be categorized into three major tiers: central or national level planning, state or regional level planning, and local or grassroot level planning. Each of these levels has distinct objectives, methodologies, and responsibilities, yet they are interlinked to achieve the overarching goals of national development. At the central or national level, planning is spearheaded by the Planning Commission initially, which has now been replaced by the NITI Aayog (National Institution for Transforming India) in 2015. The national level planning primarily focuses on macroeconomic strategies and long-term development objectives for the entire country. This level of planning identifies priority sectors such as agriculture, industry, infrastructure, health, and education, and formulates policies to ensure balanced growth across all regions. National plans, such as Five-Year Plans earlier, and now the NITI Aayog’s vision documents, are designed to integrate economic growth with social justice, employment generation, and poverty alleviation. Central level planning involves significant allocation of resources, mobilization of financial assistance, and coordination among various ministries and departments. It also includes macro-level monitoring and evaluation of policies and schemes to ensure effective implementation. Furthermore, national level planning plays a critical role in maintaining fiscal discipline, regulating inflation, and aligning India’s developmental trajectory with global trends and technological advancements. State or regional level planning forms the second tier of the planning structure in India. Since India is a federal country with diverse regional characteristics, state level planning ensures that local needs and priorities are adequately addressed.
