Write a note on special Tribunal for Lebanon

The Special Tribunal for Lebanon (STL) was established in response to a major political assassination that occurred in Lebanon in 2005, when former Prime Minister Rafik Hariri was killed in a massive bomb attack in Beirut. The tribunal, a hybrid court, was designed to address this heinous crime and to bring to justice those responsible. However, the establishment and functioning of the STL faced various challenges, both in terms of its legal processes and its impact on the criminal justice system in Lebanon and beyond. 

### Formation of the Special Tribunal for Lebanon

The STL was created by a United Nations Security Council Resolution (S/RES/1757) in 2007, after the Lebanese government requested international assistance in investigating Hariri’s murder. The tribunal was set up with the cooperation of the Lebanese government but was also a product of international consensus, particularly through the UN. Its formation was unique as it combined both international and Lebanese law, making it a hybrid tribunal.

The tribunal had a specific mandate to investigate and prosecute those responsible for Hariri's assassination. The STL was unique because it was the first court created to deal with a crime that was deemed to have an international dimension, involving not just Lebanon but also a broader context of regional instability and political implications. Its jurisdiction extended beyond Lebanon, as the crime was considered to have regional and international ramifications.

The tribunal consisted of both international and Lebanese judges, and it operated according to both Lebanese criminal law and international law. It was also tasked with addressing the challenges posed by Lebanon's fractured political landscape and complex relationships between various factions within the country, particularly the involvement of external actors.
