Legal reforms have played an important role in raising awareness of gender issues by challenging discriminatory practices, protecting individuals from violence and exploitation, and establishing equality as a legal and social principle. Article 15(3) permits the State to make special provisions for women and children, thereby recognising that substantive equality may require protective and supportive measures. Article 16 provides equality of opportunity in public employment. The Directive Principles also encourage equal livelihood opportunities and equal pay for equal work. These constitutional provisions have contributed to public awareness by establishing gender equality as a fundamental democratic value and by providing a basis for challenging discriminatory laws and practices. The legal reform relating to equal remuneration has also contributed to awareness about women's economic rights. The Equal Remuneration Act, 1976 sought to ensure equal remuneration for men and women performing the same or similar work and prohibited discrimination in recruitment and employment on the ground of sex, subject to specified conditions. Its provisions were subsequently incorporated into the Code on Wages, 2019, which contains the principle of non-discrimination on the ground of gender in wages and recruitment for the same or similar work. Such legal measures have encouraged recognition of women's contribution to the workforce and brought attention to gender inequalities in employment and earnings. The Dowry Prohibition Act, 1961 was an important reform aimed at addressing dowry-related exploitation. Dowry has historically been connected with economic pressure, harassment and violence against women.
