Minimum need is a concept which has been formalised through an integrated set of objectives, strategies and targets. The programmes of MNP are part of the several programmes concerned and there are no outlays for the MNP in addition to the sectoral outlays. The assumption was that with economic growth people would be able to improve their social consumption, i.e. they would be able to make use of various social services like better housing, health care, drinking water, sanitation, education, communication, etc. This, however, did not happen during the first two decades of planned development .
