Saansad Adarsh Gram Yojana (SAGY) is one of the flagship rural development initiatives of the Government of India, launched on 11 October 2014 by the then Prime Minister of India. The programme was conceived with the vision of holistic rural development by leveraging the leadership, commitment, and oversight of Members of Parliament (MPs). The central idea is to develop model villages, known as “Adarsh Grams,” which can act as role models for replication in other villages. It seeks to transform the socio-economic and cultural fabric of rural areas, thereby contributing to national development from the grassroots level. The conceptual basis of SAGY rests on integrated development. Unlike sectoral or scheme-specific interventions, it focuses on convergence of existing schemes, effective utilization of resources, adoption of best practices, and ensuring people’s participation. It is not a scheme that brings additional funds but rather a framework under which MPs identify one village in their constituency and work towards making it a model village through coordinated efforts. The emphasis is on inspiring values such as cleanliness, health, education, environment protection, and gender equality along with economic development. The objectives of SAGY are multi-dimensional. The primary goal is to instill pride, self-reliance, and sustainability in villages by transforming them into places that provide quality life to all residents. The programme also aims to increase livelihood opportunities, reduce inequalities, and promote social harmony. It focuses on ensuring access to basic services like health, education, sanitation, and safe drinking water while also enhancing human development indices. Further, it attempts to create transparent and accountable governance structures within the villages by strengthening Gram Panchayats. The approach adopted by SAGY is unique in its design. It emphasizes leadership-driven development, where Members of Parliament serve as pivotal change agents. Each MP is expected to select one Gram Panchayat to be developed into an Adarsh Gram by 2016, and subsequently, two more villages by 2019.
