The panchayats looked after the affairs of the village. It is believed that these bodies were the pivot of administration and centre of social life. Sir Charles Metcalfe, the provisional Governor General of India (1835-36) called the Indian village communities as ‘the little republics.’ Now days these little republics are known as Panchayati Raj Institutions (PRIs) in rural areas. After independence PRIs have come into existence in most of the states since 1959 consequent to the recommendations of Balwant Rai Mehta Committee.
