The political mobilisation in the princely states passed through three distinct phases. In the first stage, the mobilisation was centred on some specific local

grievances such as employment of too many ‘foreigners’ or outsiders in the administrative services of the state and a lack of freedom of press and assembly.

The newly emergent urban literate groups were behind this kind of demands and petitioning was the principal mode of the articulation of the demands at this
