The establishment of Tool Rooms and Technological Centers in India has its roots in the post-independence industrial development policy, which aimed at building a strong foundation for the manufacturing sector. During the early decades of planning, it was recognized that industrial growth depended heavily on the availability of skilled manpower and advanced technology to support small and medium enterprises (SMEs), which were the backbone of the Indian economy. However, the lack of adequate tool-making facilities and the scarcity of trained technicians posed major challenges to achieving these objectives. The idea of setting up Tool Rooms emerged from the need to create specialized institutions that could provide high-quality tools, dies, jigs, fixtures, and moulds essential for manufacturing industries such as automobile, electronics, aerospace, and consumer goods. In the late 1950s and early 1960s, India’s industrial policy emphasized the promotion of self-reliance and the development of indigenous technological capabilities. During this period, the government began collaborating with foreign countries, particularly those with advanced engineering and tool-making expertise, to establish centers for training and production. The earliest initiatives were taken under bilateral cooperation programs between the Government of India and technologically advanced nations like Germany, Denmark, and the United Kingdom. Germany, known for its excellence in precision engineering and tool design, played a major role in the creation of several Tool Rooms in India under Indo-German cooperation. These institutions were designed not only to produce tools but also to serve as training centers for technicians, engineers, and entrepreneurs. This model combined production with skill development, ensuring that industries received both technical services and trained manpower simultaneously.
