Rural services constitute the backbone of socio-economic development and human well-being in villages. The quality and accessibility of essential services such as water supply, sanitation, health, and education significantly influence the standard of living, productivity, and overall development of rural communities. Rural Local Governance, particularly through Panchayati Raj Institutions (PRIs), plays a crucial role in planning, implementing, monitoring, and maintaining these services. The 73rd Constitutional Amendment Act empowered Gram Panchayats to address local developmental needs by promoting decentralized governance and community participation. Despite notable progress through various government schemes, disparities and challenges continue to affect the delivery of these essential services in rural India. Water supply remains one of the most fundamental services in rural areas. Safe and adequate drinking water is essential for health, agriculture, and daily household activities. Historically, rural populations depended on wells, ponds, rivers, and hand pumps, many of which suffered from seasonal shortages and contamination. The Government of India has introduced several initiatives to improve rural water supply, with the Jal Jeevan Mission being the most significant. Launched in 2019, the mission aims to provide Functional Household Tap Connections (FHTCs) to every rural household. Significant progress has been achieved under the Jal Jeevan Mission, with millions of households receiving piped water connections. Village Water and Sanitation Committees (VWSCs), functioning under Gram Panchayats, have been entrusted with planning, operation, maintenance, and monitoring of water supply systems. Community participation has increased accountability and local ownership. Despite these achievements, several challenges persist. Groundwater depletion, contamination by fluoride, arsenic, and iron, inadequate maintenance of water infrastructure, unequal distribution, and irregular water supply affect many villages. Climate change, erratic rainfall, and droughts further threaten water security. Financial constraints and shortage of technical personnel also hinder sustainable management. Therefore, water conservation measures such as rainwater harvesting, watershed development, groundwater recharge, and efficient water management need greater emphasis.
