The Constitution of India provides for special provisions for the administration of Scheduled and Tribal Areas through the Fifth and Sixth Schedules. Fifth Schedule The Fifth Schedule provides for the administration and control of Scheduled Areas in the States other than Assam, Meghalaya, Tripura, and Mizoram. The Scheduled Areas are those areas that are notified by the President of India as being inhabited by Scheduled Tribes. The objective of the Fifth Schedule is to protect the interests of Scheduled Tribes by giving them a say in the administration of their areas and by safeguarding their rights over their land, forests, and other resources.

Under the Fifth Schedule, the Governor of the State is empowered to make regulations for the peace, progress, and good government of the Scheduled Areas. These regulations may relate to various matters, including the management of forests, the use of water resources, the settlement of land, and the appointment of traditional village heads. The Governor is also required to submit an annual report to the President of India on the administration of the Scheduled Areas.
