Elucidate Vickers’ analysis of policymaking.

Geoffrey Vickers, a British theorist, has been also regarded as a major contributor to the development of models for  analysing the policymaking process. His work The Art of Judgement is important, but has had far less influence on the  way in which the Policy approach evolved.
