The Indian labour market is highly segmented, with workers being distributed across different sectors, occupations, employment relationships and wage levels. Labour market segmentation refers to the division of the labour market into distinct segments in which workers have unequal access to employment opportunities, wages, job security, social protection and career advancement. Women experience this segmentation particularly strongly. Their participation in the labour market is shaped not only by economic conditions but also by social norms, household responsibilities, education, caste, class, location and the structure of employment. One major factor responsible for labour market segmentation in India is the division between the formal and informal sectors. The formal sector generally provides relatively stable employment, regular wages, social security and legal protection, whereas informal employment is characterised by irregular work, low wages, limited benefits and weak employment protection. A large proportion of women workers are concentrated in informal employment, including domestic work, home-based work, casual labour, petty trade and unpaid family work. This limits their economic security and opportunities for advancement. The rural-urban divide is another important source of segmentation. Rural labour markets are heavily dependent on agriculture and allied activities, where employment is often seasonal and low paid.
