Discuss the role of Central Government in the promotion and development of public libraries in India

According to Libraries in India , 1951, issued by the Ministry of Education, Government of India, there were then only 1,166 libraries of all kinds and only 248 which were described as ‘public libraries’ 24 . At that time India has a population of 362,000,000 people and 85% of the population were illiterate . These figures illustrate the abysmal state public library situation of India during the first five years of its attaining independence. McColvin also quoted an unpublished thesis by Mr. John Maknin on ‘The Background to the Proble ms of Library Provision in India’, accepted by the Library Association in 1953, that reads, ‘ truly “Public” libraries ... are almost unknown” 25 . In this background, the first important milestone in the history of public library movement in India is the enactment of Library Act of Madras, 1948. This was the first legislation of its kind in India. While a few other states also played with the idea of library legislation, only Hyderabad dared follo w suit after a lapse of eight long years.
