Farmer Producer Organizations (FPOs) are collective institutions formed by primary producers, mainly farmers, with the objective of improving their economic strength through aggregation, collective action, and better integration with markets. An FPO is typically registered under the Companies Act as a Producer Company or under other legal forms such as cooperatives, societies, or trusts, but its defining feature is that it is owned and governed by farmers themselves. The core idea behind FPOs is to enable small and marginal farmers, who individually lack scale, bargaining power, and access to resources, to function as a unified economic entity while retaining their individual landholdings and autonomy in production decisions. The concept of collective action among farmers is not new in India. Its roots can be traced back to the cooperative movement initiated during the colonial period, especially after the Cooperative Credit Societies Act of 1904. Cooperatives were promoted as a means to address rural indebtedness and provide affordable credit to farmers. Over time, cooperatives expanded into areas such as input supply, processing, marketing, and dairy development. While cooperatives like AMUL demonstrated remarkable success, many others suffered from issues such as excessive state control, politicization, elite capture, weak governance, and lack of professional management. These limitations created a need for an alternative institutional model that combined the benefits of collective action with greater autonomy and market orientation. The evolution of FPOs as a distinct concept gained momentum in the late 1990s and early 2000s. A major milestone was the introduction of the Producer Companies Act, 2002, which was later incorporated into the Companies Act, 2013.
