Policies for women’s development are multifaceted, aiming to address historical inequalities, social discrimination, economic dependence, and lack of representation in decision-making processes. The evolution of women’s development policies reflects a shift from welfare-oriented approaches to empowerment-based strategies, focusing on enabling women to exercise rights, access opportunities, and contribute to national growth. In the context of women and child development, policies have been designed to strengthen education, health, employment, legal rights, and political participation while challenging patriarchal norms that perpetuate gender inequality. One of the earliest approaches to women’s development policies was the welfare approach, which emphasized women primarily in their reproductive roles and focused on providing maternal and child health services, nutrition, and family welfare. The shift demonstrates how policies evolved to integrate women into the mainstream of development rather than viewing them only through a welfare lens. Education has remained a cornerstone of women’s development policies. Recognizing that illiteracy and lack of access to education perpetuate gender inequality, governments and international organizations have prioritized universal education for girls.
