Discuss the constitutional status of local self -government

In our original Constitution, local government was included-as an item in 'State List' of subjects. The states have varied in their interest in local government, and most states have been reluctant to part with powers and resources. Also, due to political competition, often there would be different parties at different levels of government. Particularly when the state government will be in the hands of a party and the local government institutions will be in the hands of a different party, the state would be usually reluctant to give powers and financial resources to local government. On flimsiest ground, local government would be superseded and run by state's own officers.
