The reorganisation of Indian states has been one of the most significant and complex political processes in post-independence India. It has involved constitutional negotiations, political mobilisations, linguistic and cultural assertions, and federal adjustments. The challenges of state reorganisation are not confined to the drawing of boundaries but extend to questions of national integration, regional aspirations, minority rights, administrative efficiency, and political stability. From the initial reluctance of the Constituent Assembly to organise states on linguistic grounds to the formation of several new states in the twenty-first century, the process reveals the dynamism of Indian democracy as well as the inherent difficulties of managing diversity within a federal framework. One of the first constitutional challenges arose immediately after independence, when the Constitution was being framed. The Constituent Assembly had to consider whether India should adopt linguistic reorganisation of states, as many nationalist leaders had earlier promised during the freedom struggle. The demand was particularly strong in regions like Andhra, Maharashtra, Karnataka, and Punjab. However, the leaders of the Constituent Assembly, including Jawaharlal Nehru, Sardar Patel, and Dr. B.R. Ambedkar, were cautious. They feared that linguistic reorganisation might threaten the unity of the nation at a time when the wounds of Partition were fresh and communal tensions were high.
