Serials control" refers to the entire process of obtaining materials sold on a subscription basis, including periodicals, newspapers, yearbooks, transactions, proceedings, etc. The functions of serials control include verifying bibliographic information concerning a title to be ordered, determining if the title is already on the subscription list, designating a vendor, adding the title to the subscription list, receiving and checking in, claiming issues not received, recording invoice and payment information, maintaining library fund records, and keeping statistics on procurement activities.

In many libraries serials check-in is decentralized even though placement of orders and payment may be centralized. In a manual environment, this separation of functions is particularly difficult, as well as more expensive, since duplicate records have to be maintained in multiple locations.
