Skill development has emerged as a central component of rural development programmes in India because a large share of the rural population depends on low-productivity agriculture and informal work, leading to underemployment, seasonal migration, and income insecurity. To address these challenges, the government has designed a range of skill development programmes aimed at improving employability, promoting self-employment, and enabling rural youth, women, and disadvantaged groups to participate meaningfully in the growth process. These programmes combine vocational training, entrepreneurship support, digital skills, and linkage with markets and industries, while also attempting to respond to local livelihood needs. One of the most significant initiatives is the Pradhan Mantri Kaushal Vikas Yojana, which functions as the flagship scheme for skill training under the Skill India Mission. It provides short-term training, recognition of prior learning, and special projects for rural and informal sector workers. In rural areas, the scheme focuses on trades such as agriculture-related services, construction, tailoring, electrical work, plumbing, retail, hospitality, and basic healthcare support. Recognition of prior learning is especially important in villages, where many people possess traditional or experience-based skills but lack formal certification. By certifying these skills, the programme enhances mobility, bargaining power, and access to better wages in both local and migrant labour markets.
