Rural social assistance and welfare programmes in India form a crucial pillar of the country’s rural development strategy, aiming to protect vulnerable populations from poverty, social exclusion, food insecurity, ill health, unemployment, and old-age destitution. Given that a significant proportion of India’s population resides in rural areas and depends on agriculture and informal employment, the state has historically intervened through a wide range of social assistance measures. One of the most important rural social assistance initiatives in India is the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Enacted in 2005, it provides a legal guarantee of at least 100 days of wage employment in a financial year to every rural household whose adult members are willing to do unskilled manual work. MGNREGA serves both as a livelihood security programme and a social protection mechanism. It helps stabilize rural incomes, reduces distress migration, empowers women through high participation rates, and strengthens rural infrastructure by creating durable assets such as ponds, roads, irrigation canals, and soil conservation structures. As a social assistance programme, it plays a counter-cyclical role during agrarian distress, droughts, floods, and economic slowdowns. Food security is another major dimension of rural social assistance. The Public Distribution System (PDS), strengthened under the National Food Security Act (NFSA), 2013, ensures subsidized food grains to eligible rural households. Under NFSA, priority households are entitled to five kilograms of food grains per person per month at highly subsidized prices, while Antyodaya Anna Yojana (AAY) households receive a higher entitlement. This programme addresses chronic hunger, malnutrition, and income insecurity among rural populations, especially landless laborers, small farmers, and marginalized communities.
