The Central Secretariat is the nerve centre of the administrative system at the Union level in India. It serves as the principal policy-formulating and coordinating machinery of the Government of India. While ministers are politically responsible for the administration of their respective ministries, the Central Secretariat provides them with the necessary administrative assistance, expert advice, and institutional continuity. It acts as the link between the political executive and the executive agencies responsible for implementing government policies. The Central Secretariat consists of a number of ministries and departments, each entrusted with specific subjects allocated under the Government of India (Allocation of Business) Rules. Every ministry is headed by a Cabinet Minister, who may be assisted by Ministers of State or Deputy Ministers. The administrative head of the ministry is the Secretary to the Government of India, who is usually a senior officer of the Indian Administrative Service.
